Bosai to invest US$15b at SIER in Pasuruan Regency

PT Surabaya Industrial Estate Rungkut (SIER), a subsidiary of investment holding state-owned enterprise (SOE) PT Danareksa, has signed a memorandum of understanding (MoU) with Bosai Mineral Group Co., Ltd. for the preparation of industrial land use in Pasuruan Regency, East Java Province.

"The signing of this MoU confirms the commitment of both parties to collaborate and realize Bosai's investment in East Java, particularly in Pasuruan," said SIER Acting President Director Rizka Syafittri Siregar, who is also the company's finance, administration, and risk management director, in a statement received in Surabaya City by Antara on Dec. 2, 2025.

Bosai, which owns one of the world's largest aluminum smelters in Chongqing, China, plans to invest around US$1.5 billion (about Rp 25 trillion) in Pasuruan Regency. The large-scale investment has the potential to create more than 7,000 jobs and is expected to have a significant impact on the circular economy and boost national economic growth.

Rizka also expressed her appreciation to the East Java Provincial Government for its support since the initial stage, including the visit by Bosai, which was received directly by the East Java Governor Khofifah Indar Parawansa. Support also came from SIER's parent company Danareksa, particularly in strategic exploration related to coordination with central agencies.

"This multi-year investment plan certainly involves many stakeholders. Therefore, we ask for your full support so that the process runs optimally so Bosai's investment can be realized and contribute to the [Indonesian] economy and society," he said.

Separately, Pasuruan Regent M. Rusdi Sutejo emphasized the local government's commitment to supporting the investment. He added that Bosai's operation could employ thousands of workers and strengthen regional economic growth.

"I strongly support the collaboration between SIER and Bosai. If Bosai's [operations] were to be established in the SIER area, it would create significant employment and reduce unemployment in Pasuruan. Therefore, it is only natural that we provide maximum support," he said.
