Yogyakarta Sultana leased 320,000 sq m of land for toll roads

The Yogyakarta Sultanate has approved the lease of 320,000 square metres (m2) of land for a toll road construction project under a long-term lease. Penghageng II Panitikismo KRT Suryo Satriyanto explained in a written statement on July 24, 2025, that the government will lease land with Sultan Ground (SG) status under the agreement. The rental price is Rp12,500 per metre per year, or the equivalent of Rp500,000 per metre for a period of 40 years, he said in a written statement on Thursday (July 24, 2025).

Some of the plots were previously anggaduh, village land which were granted use rights by the respective village governments. However, these anggaduh rights have been officially returned to the Sultanate, so all of them now have Sultan Ground status.

"The return of these anggaduh rights is an important requirement to prevent administrative overlap in the leasing process," said KRT Suryo.

As a form of respect and appreciation, the Sultanate provides annual compensation to villages that have returned their anggaduh rights. Meanwhile Public Works Ministry Highways Director General Roy Rizali Anwar confirmed that all land rent costs will be covered by the involved Toll Road Business Entity.

"It's part of the Toll Road Business Entity's investment. Rp160 billion for 320,000 m2 for the duration of the concession period," Roy said in Jakarta Special Capital Region (DKI) on July 21, 2025.

The Sultan Ground land will be used for two National Strategic Projects (PSNs), namely the Surakarta–Yogyakarta–Kulon Progo Toll Road and the Yogyakarta–Bawen Toll Road. The former will use land reaching 245,302 m2, consisting of 177 village plots and 17 Sultan Ground plots. This project is divided into three phases, with the Klaten-Prambanan section having been completed and now operating without tolls. The Prambanan-Purwomartani section has reached 78.93 percent progress, while the other sections are still under construction. This project is targeted for to operate in full by 2028.

Meanwhile, the Yogyakarta-Bawen Toll Road utilizes 75,440 m2 of land consisting of 90 village plots and eight Sultan Ground plots. This 75.12 kilometre (km) toll road is divided into six sections connecting Yogyakarta City to Bawen District, Semarang City, Central Java Province via Borobudur District, Magelang Regency, Central Java; Temanggung Regency; and Ambarawa District, Semarang City.
