BI and UI holds FGD on LMS audit and investment projections
November 29, 2024The Batam Free Trade and Free Port Zone Development Agency (BP Batam) and Universitas Indonesia (UI) held a Focus Group Discussion (FGD) on the BP Batam Land Management System (LMS) Audit and Investment Projection Formulation at the Batam Center Auditoritum in Batam City, Riau Islands Province in Nov. 11, 2024.
Acting BP Batam Head Purwiyanto stated that the FGD was an effort to provide stakeholders with an understanding of BP Batam's steps to attract investment and drive national economic growth to reach the 8 percent target. The organization is taking two concrete steps. First, improving the land database and LMS. Second, improving the Real Investment Data (DRI) in Batam.
"[The FGD] is a statement that BP Batam is committed to making improvements. BP Batam needs and must make improvements to meet the [country's] 8 percent annual economic growth target towards [achieving] the Golden Indonesia [vision]," he announced in a written statement on Nov. 12, 2024.
Furthermore, Purwiyanto said the creation of investment projections or real investment data improvement programs is intended so that investment realization data could accurately describe the real conditions and the amount of investments to various sectors in Batam. Hence, data integration is needed from other data sources such as the National Industrial Information System (SIINas), the Finance Ministry's Customs and Excise Directorate-General, and investment reports.
"We are currently processing the right calculations so that the steps [to attract investments] and assessment of the achievemenets could be more precise," he added.
Purwiyanto noted that land management services are the main key in encouraging the implementation and realization of investment in Batam City. He added that said services which are not yet good enough need to be reviewed and audited on the land database and the LMS. BP Batam also collaborated with a consultant from UI Computer Science Center (Pusilkom) to audit its LMS system, especially regarding land allocation services.
"There is a lot of input from stakeholders, the KPK (Corruption Eradication Commission), and the BPK (Supreme Audit Agency) so that BP Batam could improve its [land] data and [land management] system. The land system and investment data are very broad. Earlier, it was just the beginning. In the future, investment licensing and land management will be more accurate, transparent, and accountable," Purwiyanto said.
"We will try to minimize the consequences of [improving the land database and LMS]," he continued.
Meanwhile, Muhammad Kasfu Hammi, who represents the BP Batam LMS Audit Consultant Team, hopes that the audit conducted by UI could produce recommendations for the formulation of policies to improve future land services.
"We hope that we could help BP Batam to gain public confidence by conveying that the LMS has been managed properly," Kasfu concluded .
For information, the FGD presented speakers from Pusilkom UI as the LMS audit consultant and the UI Economic Research Institute (LPEM) as the consultant for investment projections. The FGD was also attended by the Regional Leadership Coordination Forum (FKPD) members of both the Riau Islands Province and Batam City, the Riau Islands Regional Legislative Council (DPRD), business actors, business associations, banks, and BP Batam officials.
